Priority PayGo removes ramp limits

Priority PayGo throughput limits are available immediately, with no ramp-up period, and traffic above the limit is downgraded to Standard PayGo only when there isn't spare capacity to serve it at priority. For details, see Priority PayGo throughput limits.
