Custom organization policies for Agent Platform Workbench instances

You can now use custom organization policies to allow or deny the creation and update of Agent Platform Workbench instances based on their configuration. Custom constraints for the notebooks.googleapis.com/Instance resource are enforced when you create or update an instance, and support dry-run mode. This feature is now generally available (GA).
